Sometimes, these free numbers are used for academic purposes as well. All these uses are however legal. For instance, you may use the numbers in the card to carry out a dummy e-commerce transaction to check whether the shopping cart of the payment gateway is working or not. You may carry out other e-commerce experiments too. There are a few other instances like this where these numbers can be used legally. But generally, it would be illegal to use free credit card numbers.
